Bar-Ilan University (BIU) made significant strides in connecting with existing partners and forging new collaborations at the European Association for International Education (EAIE) Conference held in Toulouse, France, in September 2024. The event served as a pivotal platform for the university’s International School to engage with institutions from around the world, emphasizing BIU’s commitment to enhancing its international presence and collaboration in higher education.
Focus on International Collaboration
The EAIE plays a crucial role in supporting professionals involved in the internationalization of higher education. At this year’s conference, the theme ‘En Route!’ highlighted the collective efforts of the educational community to explore innovative practices and sustainable solutions for a diverse student population.

Ofer Dahan, Executive Director of BIU’s International School, expressed the university’s objectives during the conference, stating, “Our trip to Toulouse focused on B2B relationships among universities, aiming to strengthen existing partnerships and explore new opportunities, particularly regarding cooperation in the fields of chemistry, sustainable energy, and more.” This focus reflects BIU’s proactive approach to building a global network of academic collaboration.
Productive Meetings and Networking
Dahan led a dedicated team, including Daniel Schuval, Senior Advisor for Internationalization, and Oz Nacker, Director of Student Exchange, to the conference. Over the course of two days, the team participated in more than 20 meetings, each member pursuing distinct agendas tailored to their specific areas of focus.
“The discussions revealed which universities were open to cooperation and which were not influenced by BDS (Boycott, Divestment, Sanctions) narratives,” Dahan noted. This insight highlights the complexities of navigating international academic relationships amid political sensitivities.

The outcomes of their engagement were promising, as Dahan reported, “The most significant outcomes included identifying universities from the Czech Republic, Austria, Taiwan, and Korea that are interested in collaborating.” However, he also acknowledged the challenges faced, stating, “Unfortunately, some of the Spanish and Italian universities showed hostility, while Turkish and Saudi Arabian institutions were not receptive at all.”
Positive Atmosphere and Ongoing Initiatives
Despite these challenges, the overall atmosphere during the meetings remained positive. “Many participants expressed empathy and support, reflecting a shared commitment to constructive dialogue and collaboration,” Dahan remarked. The conference also facilitated the signing of new agreements, with follow-up communications regarding collaborations currently being compiled, demonstrating BIU’s ongoing dedication to expanding its global partnerships.
The EAIE Conference in Toulouse proved to be a vital opportunity for Bar-Ilan University to strengthen its international ties and explore new avenues for collaboration. As Ofer Dahan and his team continue to build bridges within the global academic community, Bar-Ilan University’s future in international education looks bright, driven by innovation, partnership, and mutual understanding.
