Declaration and Undertaking of a Student Candidate / Continuing Student

1. I, the undersigned, hereby apply to be accepted/continue as a student at Bar-Ilan University. I am aware that registration fees, entrance exam fees, etc., are non-refundable.

2. I am aware that all international students are required to have valid health insurance for the entire duration of their stay in Israel.

3. As part of my application to be admitted to study at the University, I provided and will provide the University with personal and other details, which are required for checking candidacy for the University and/or for the purpose of studies at the University as well as for the purpose of contacting me. I was also afforded the opportunity to provide, at my discretion, additional details, which I am under no legal obligation to produce, for optional purposes such as scholarships, accommodations, etc. I was informed that without providing the required details, the University will not be able to examine my request to be admitted to studies or any other request. I was informed that the details I provide will be stored in the University’s databases. I declare and warrant that all the details I have and will provide are correct and complete, and agree that the University may perform checks and obtain details for the purpose of verifying the truth as well as take disciplinary or other measures, including canceling registration, stopping studies and canceling eligibility for a scholarship or other rights retroactively, including post-factum, in the event that false and/or misleading data has been provided or if I do not cooperate with the verification process.

4. I undertake to keep up to date with all the University’s instructions and regulations published on the University’s website at biu.ac.il, as well as in the information leaflets issued by the University, and in messages sent to students, including via digital means. I know that the instructions, regulations, and notices are binding, and I undertake to comply with them throughout all my years of study at Bar-Ilan University.

5. I am aware that the format of studies, including exams, will be determined by the University authorities according to its academic requirements, provisions of law, and various circumstances, including constraints that may arise due to security, health, or national crises, etc. The studies and exams may take place with my physical presence, online, a combination of the two, or in any other suitable way, including by means of appropriate technologies, as determined by the University.

6. I undertake to pay the tuition fees, mandatory student payments, and ancillary payments, and any amount imposed on me in accordance with the University’s instructions, on the due date. I agree that arrears in payment(s) will incur linkage differences and arrears fees at the rate published on the University’s website and will also allow the University to take measures such as blocking services, non-issue of approvals for studies, and stoppage of studies, in accordance with its instructions in this regard. Receiving a degree, recognition, or academic approval will not derogate from my obligation to pay the balance of my debts to the University. I am aware that welfare fees are optional payments and that if I do not notify, by the appointed time, my choice not to pay welfare fees, I will be required to pay them as an inseparable part of the tuition fee.

7. I am aware that a withdrawal of studies will come into effect only if and when the student’s notification about this is obtained through the In-Bar personal information system for students under ‘administrative requests’ (Requests and Authorizations), and I undertake to act accordingly.

8. Clicking “OK” on an electronic form on the University’s website will bind me as if I confirmed this in writing.

9. I am responsible for all University property that comes into my possession or that I use. I shall immediately report to the University any loss or damage to the said property, and will make any payment to the University and pay any compensation or fine due to damage/delay in returning the same in accordance with instructions.

10. I am aware that the goals and direction of the University are to foster and promote learning and research in all branches of Torah and science in the spirit of Israel’s Torah and Jewish tradition. The University does not intervene in a person’s faith and opinions, but it expects everyone who comes through its gates to behave respectfully towards the institution and towards others. I undertake to behave in a way that respects the customs of the University and comply with the acceptable practices that arise from its special nature.

11. I consent for my name to be included in the lists of courses, students, and graduates to be published by the University. I am aware that upon completion of my studies, my details will be stored in the University’s graduate database for documentation and maintaining contact.

12. The details I gave to the University will be used for the purpose of my studies at the University and the relationship between myself and the University, including for sending information on behalf of the University by means of electronic and SMS messages about programs and study tracks, scholarships and awards, and activities at or on behalf of the University, including enrichment activities, culture and leisure, services, and benefits for students. I am aware that I may at any time notify my removal from the mailing list of advertisements by selecting the appropriate option appearing at the bottom of those messages.

13. I agree that my personal information will be passed on to the National Insurance Institute, in order to apply a discounted rate for students.

14. I agree to the delivery of my personal information to the Council for Higher Education as well as to non-commercial entities, where the purpose of the application is to contribute to the well-being of the student, for example, through grants or scholarships.

15. I am aware that some of the services, to which the welfare fee payors are entitled, are provided by the Student Association at Bar-Ilan University (hereafter: the “Student Association”), and that for this purpose the following details of the welfare fee payors are forwarded to the Student Association: full name, ID number, study programs, email address, and mobile phone number.

16. I agree to the University’s privacy policy, which is published on its website, detailing the information collected by the University and its usage while using online services. This policy also includes the contact details of the University’s Data Protection Officer, with updates as necessary. I acknowledge and agree that the University may transfer my personal details to its employees, managers, insurers, professional advisors, agents, subcontractors, etc., as reasonably required and necessary for the purposes outlined in this privacy policy and this form.

17. My declarations and undertakings set out above and below refer to all years of study at the University, and various registration activities—such as setting up a study program schedule, registering for courses, etc.—each year, will neither derogate nor impair their validity.

18. I agree that the University may receive from any source, including the Ministry of Education or any entity acting on its behalf, any information about my past studies, including any exams or other matters relevant to admission to studies, including any grades in matriculation exams, psychometric exams, screening exams, academic studies, certification studies, etc., subject to the fact that the University will store the information in accordance with the provisions of any law and will not pass it on or make use of it save for the purpose of verifying the accuracy of the information or for any other purpose related to my candidacy and studies at the University, or for research and statistical needs. I agree that if any doubt arises as to the veracity of the above information, including suspicion relating to the validity of exams, the University will be entitled to demand details and documents from me at its discretion, including handwriting samples and photographs, and will be entitled to pass on any information about me to the relevant authorities at the University or outside it, at its discretion, either in compliance with a request received by it or on its own initiative for the purpose of investigating the suspicion, and for this purpose only. Likewise, I agree that the University will pass on information about my educational achievements to the National Institute for Testing and Evaluation (NITE) for research purposes.

19. The courts in the Tel-Aviv District are vested with exclusive local jurisdiction regarding any claim between myself and the University.
